Tewkesbury Garden Town

Transport strategy for a major new garden community in Tewkesbury, helping shape a deliverable, sustainable vision for 2,800 homes and supporting infrastructure.

Overview

Nestled on the edge of the Cotswolds, Tewkesbury is an historic market town set around an axis of transport opportunities, with the Bristol to Birmingham Railway line and the M5 motorway bisecting the town, the A46 trunk road connecting the M5 to Royal Leamington Spa. 

The North Ashchurch Consortium is formed by a combination of local land-owners, national housebuilders and regional affordable housing providers who have come together to deliver a Vision for a high-quality sustainable new community which delivers housing and facilities in a manner that local people and future residents will be proud of in years to come. That Vision needs to be achieved in a deliverable and viable manner, addressing land constraints, regulatory hurdles, viability and critical infrastructure need. 

The transport challenges are significant with notable congestion issues at the Motorway junction and the A46 corridor through Northway, sensitive village roads leading from the town, a need to rebalance services and facilities in the area. Alongside these challenges are substantial opportunities, to build on a strategy to open up and improve rail access, to deliver connectivity within and towards the town centre and to improve connectivity to services and facilities for all.   

Our approach

Our approach was different to what had come before. We applied an open and collaborative approach, engaging extensively and continuously with stakeholders, local authorities, rail operators, National Highways and local people to understand the needs, opportunities and constraints. Building these relationships and understanding local priorities was critical to  

Key to the approach was deploying the right support at each stage of the project, from senior and experienced leadership to robust and technically astute transport appraisal and engineering knowledge and expertise. Understanding the Clients objectives and appetite at all stages has helped to guide the strategy in a positive and solution-focused manner.  

 

We prepared a suite of strategy documents to set the principles of the scheme and appraise the potential for change, through:

  • A detailed and realistic active travel strategy 
  • A forward-thinking public transport strategy 
  • Transport Assessment comprising strategic and microsimulation modelling 
  • Environmental Statement Chapter on Transport 
  • Travel Plan 
  • Phasing Strategy 
  • Construction Management Plans 

Outcomes & Impact

The planning application, which comprises 2,800 dwellings, two local centres, two primary schools, a secondary school and a Country Park is currently being considered by Tewkesbury Borough Council and we are continuing to work with stakeholders to deliver a modern, deliverable planning permission.
