Transport strategy and planning support for a major logistics and industrial development in Swindon, helping bring forward 7.2 million sq ft of employment space on a former manufacturing site.

Overview

Panattoni Park Swindon is one of Panattoni’s major global developments, transforming the former Honda Manufacturing Plant into a large-scale logistics, industrial and data centre destination. Extending to around 360 acres, the site has planning consent in place to deliver 7.2 million sq ft of development and is expected to support around 7,000 on-site jobs.

The scale and strategic importance of the site meant transport was central to both its planning and delivery. The client’s objective was not only to secure consent for a major employment-led scheme, but to do so within a tight programme and with a transport strategy that supported the aspiration for a best-in-class development. That required careful thinking around access, movement and infrastructure from the outset, together with a robust understanding of the site’s lawful use and the implications of its redevelopment.

The site also needed to respond credibly to both local and strategic transport considerations, including engagement with Swindon Borough Council, National Highways and other stakeholders. The challenge was to prepare a transport case that supported timely determination, enabled long-term growth and delivered a package of improvements that was ambitious, proportionate and deliverable.

Our approach

iTransport supported the project from the earliest stages, helping shape the access strategy and unlock the redevelopment potential of the site.

A key part of our role was leading pre-application engagement with Swindon Borough Council, National Highways and other stakeholders, ensuring transport matters were identified and resolved early wherever possible. We adopted an open and collaborative approach, building on existing relationships and establishing new ones to help maintain momentum and support the client’s objective of securing timely planning approval.

We also recognised from the outset that establishing a robust position on the site’s previous and lawful use would be important in shaping the transport case. This became a key part of supporting the transition from a former manufacturing plant to a new employment-led development with very different operational characteristics.

Our work included preliminary design of site accesses, on-site infrastructure for all modes and off-site improvements, as well as preparing the transport inputs to a hybrid planning application. This involved input to the wider masterplan, a Transport Assessment, Environmental Statement, Travel Plan and Mobility Strategy. We also developed forward-thinking proposals around active travel and public transport provision, helping align the scheme with the client’s ambitions for a best-in-class development while also minimising impacts on the strategic road network.

Senior iTransport resource led the project throughout, ensuring clear decision-making, coordinated stakeholder engagement and a transport strategy that remained both robust and commercially focused.

Outcomes & Impact

The project secured planning permission for 7.2 million sq ft of logistics, industrial and data centre development, helping pave the way for one of the most significant employment-led regeneration schemes in the area.

Positive engagement with Swindon Borough Council and National Highways helped achieve a timely recommendation for approval on transport and highways matters, supporting the client’s wider programme objectives. The agreed package of transport improvements also reflected the ambition of the scheme, delivering active travel, public transport and highway measures that were both proportionate to the impacts of development and aligned with the best-in-class vision for the site.

Following the grant of hybrid planning permission, iTransport was retained to support the preparation of reserved matters applications for seven units and to assist Panattoni with discharging transport-related obligations, including the procurement of improved bus services. This continuity of involvement helped maintain momentum from planning through into delivery.
