Transport planning support for a 74-home scheme in Ashington, helping secure consent through a clear case on connectivity, active travel and sustainable access.

Overview

iTransport supported Rocco Homes and Church Barn Group in preparing a full planning application for 74 new homes on land east of Mousdell Close, Ashington.

Although modest in scale, the scheme required a clear and well-evidenced transport case to demonstrate that it could be accommodated sustainably and in line with national and local planning policy. A key issue for the site was how well it connected to existing services and facilities within the village, particularly in relation to walking routes and access to local bus stops.

The client’s objective was to bring forward a residential scheme that not only met planning policy requirements, but also responded positively to the concerns and priorities of West Sussex County Council as highway authority. This meant showing that the development would integrate effectively with the surrounding movement network and support realistic opportunities for sustainable travel.

Our approach

iTransport prepared a comprehensive Transport Statement and Travel Plan to support the planning application, with a focus on demonstrating compliance with the four key transport tests set out in the National Planning Policy Framework.

Recognising that connectivity to local bus services was likely to be an important point of scrutiny, we reviewed the site’s relationship with the existing pedestrian network and considered how future residents would move safely and conveniently between the development, village facilities and nearby bus stops. This informed a clear transport narrative around accessibility and everyday sustainable travel choices.

Alongside this, we proposed a series of off-site enhancements to bus stops within the village centre. These improvements were developed to respond directly to the priorities of West Sussex County Council and to strengthen the case that the scheme would make a positive contribution to local infrastructure, rather than simply relying on what was already there.

Throughout the process, we engaged proactively with the highway authority to resolve issues early and secure agreement on the most appropriate package of measures.

Outcomes & Impact

West Sussex County Council raised no objection to the proposals, and planning permission was subsequently granted by Horsham District Council’s Planning Committee.

By combining a clear Transport Statement with targeted Travel Plan measures and agreed off-site improvements, iTransport helped demonstrate that the site could be brought forward as a well-connected and sustainable development. The agreed active travel and bus stop enhancements aligned with the authority’s wider objectives and strengthened the planning case for the scheme.

Overall, the work helped reduce transport risk, support a positive consultation process and secure consent for a residential development that responds well to its local context
